The meeting commenced with administrative procedures, including roll call and confirmation that the tentative agenda remained unchanged. The panel reviewed and approved the minutes from the July 9, 2025 public meeting. The Chair provided an opening statement outlining the Design Review Panel's (DRP) purpose to encourage design excellence and its consulting/advisory role regarding development plans, emphasizing review factors such as spatial, visual, and functional integration. The panel then proceeded to review four agenda items, with the chair recusing himself from the fourth item. The first agenda item involved a subdivision proposal for 1738 Circle Road, proposing one new approximately 2-acre lot with a single new home of about 7,500 finished square feet, utilizing shaker siding, natural stone, and a metal roof. Public comment highlighted neighbor concerns regarding driveway location, construction impact, and stormwater management, which the proposer addressed by detailing the relocation of the driveway and the installation of a costly underground tank system for water capture. Another resident expressed concerns about construction traffic, noise, dust, and the long-term impact on the recently repaved Circle Road.

Perry Hall Manor Collection System Community Update Meeting Community Update Meeting
The community update meeting provided an overview and status report on the Perry Hall Manor collection system project, which addresses failing septic systems by implementing public sewer. The initial plan involving a centralized sewage pumping station was abandoned due to the inability to secure a location. The project is transitioning to a new low-pressure system design where every participating home will have an installed, owned, and maintained grinder pump. Discussions covered the function and maintenance of the grinder pumps, community impacts including electrical upgrades being covered by the contractor, and the timeline, which projects construction completion in Spring 2028. Financial aspects noted that $4.5 million in state funds are available for the property owner share of costs, and the deadline for new connections is November 1st. Next steps include sending out Right of Entry agreements to allow work on private property, followed by easement purchases after construction completion, with final charges appearing on the July 1st tax bill.

The meeting addressed the approval of the June 25th board minutes. Key discussions focused on banking services, where the Budget Committee recommended using MT Bank for operational funds, following presentations from both MT Bank and Fulton Bank. This decision was unanimously approved by the committee and subsequently by the full board, noting that the County's capital funds would remain with PNC for the time being. The board also moved to adopt the amended and restated bylaws for July 2025, which clarified that the executive director has no voting power. Additional topics included preparations for a board retreat scheduled for August 9th and a reminder for members regarding their 2024 financial disclosure filings due by the end of July.
