The commission discussed a proposed ordinance intended to serve as a stopgap measure to protect open space by requiring a 4/5 supermajority council approval for development activities on lands designated as Open Space, Recreational, or Public Facility. This interim measure is planned until a ballot measure can be presented to voters in 2028. Commissioners inquired about the definition of development, the potential risk of development applications during the interim period, and whether similar supermajority requirements should be applied at the commission level. Staff clarified that the ordinance includes specific definitions for development and exceptions for necessary maintenance, health, and safety activities.
