The meeting was called to order but was adjourned shortly after due to a lack of a quorum. Chairman Couch noted there was no business to conduct, and Commissioner Marshall indicated plans to address the Board of Directors with the next administration.
The Board discussed the jail per-diem rate, which has been capped at $48.25 until July 1, 2023. Key topics included a review of the current jail population, which exceeds capacity by approximately 900 inmates, and a presentation on state cost savings for counties over the past four years. Additionally, the Legislative oversight committee's ongoing discussions regarding per diem costs and the establishment of a monthly study group were noted. Updates were provided on the expansion of the GOALS program and the awarding of a new medical contract to Wexford for the jails.
The meeting covered several key financial topics, including a review of per diem rates, jail per diem revenue, bond debt payments, and a jail expenditure chart. Discussions included the impact of a per diem freeze and the savings resulting from changes in conviction and sentencing dates. The board also addressed the significant repair needs of jail facilities, exploring options for funding these repairs through bonding, and discussed the utilization of reserve funds. Other topics included an overview of the GOALS program, updates on a consolidated medical contract, and employment challenges within the correctional officer workforce.
