This document serves as the official notice for the scheduled session of the Village Council.
The council addressed several agenda items, including public concerns regarding a street improvement project involving road widening, special assessments, and drainage considerations. The council upheld a FOIA denial regarding law enforcement records and introduced a zoning map amendment to rezone a property at 96 Park Island Road. Following extensive discussion, the council appointed a new Clerk/Treasurer and approved the associated employment agreement, specifically removing a disincorporation severance provision. Additionally, the Downtown Development Authority provided updates on grant applications, community events, and recent national recognition.
The meeting included financial approvals such as the receipt of September financial reports and authorization of bill disbursements. The Board approved the Lumber Yard site development budget, cost-to-complete estimates, and a budget appropriation transfer for capital outlay. Various contractual items were authorized, including changes for Mickey's Construction, electrical work by Triple R Electric, an HVAC contract for the Lumber Yard, and horse-drawn carriage services for the Light Up Lake Orion event. The Board also approved a draft Planned Unit Development Agreement and directed the Director to invite the Village Council to participate in joint facilitated leadership training. Additionally, committee minutes were filed, an Executive Director's report was received, and members discussed various community projects and grant opportunities.
